No not that I know of. Maybe he meant it like he's been using it on 7 (RC maybe) but now he's switched back to Vista which doesn't have it?

I've got 7 on my desktop at home, and on a couple of machines dotted around at work which I've been setting up lately with nice big 1920x1080 panels that are just perfect for multi-tasking.

My laptop at home and my personal laptop at work don't, they're on Vista. And since my Vista work laptop is the machine I use every day 9-5 I'm really noticing the lack of snap.
