In W7 it's in: C:\Users\<user>\AppData\Roaming\Microsoft\Windows\SendTo
I suspect it is the same in Vista.

If you have a look at the shortcut you'll see its not *really* a shortcut.
Its all part of the heap-o-crap that is explorer. Because actually why do it like that, when you can have a 'verb' defined in the registry, that uses an in process com server (hmmm, stable AND easy to debug!)["serious sarcasm"].
All the shortcut does is use the magic word 'Mail'. The idea is that is then configurable so that you can have ANY mail client do what it wants with it, virus scanners can create a chain of code to go through and it can stop working in a myriad of ways.

I don't use Outlook, and don't have it installed.

yup, you can just copy n paste the text in a code block if u want (easyer than screen shot).
the shell is the user interface, in this case the explorer bar at the bottom.
I've not got a vista machine here, but right click choose properties, there should be something in one of the tabs thats quite obvious for choosing the mail client. Drop down combo box iirc.
Then click OK.
Basically <something> re-configured windows a bit for you.

I had the same issue with my XP 64-bit install a while back and after trying every fix short of re-installing the OS I gave up.
I ended up creating a shortcut in my send-to folder (C:\Documents and Settings\USERNAME\SendTo) that pointed at:
"E:\Microsoft Office 2007\Office12\OUTLOOK.EXE" /c IPM.Note.sendto /a
