Why does it take so long for the Report Post form to be submitted?

This happens on a bunch of forums I'm on, this is just the most appropriate place to ask the question. What is that page doing that takes all the time? Is it just a very badly coded page or is there more to it than meets the eye?

Most of the time is taken up not by the actual posting of the information to the server, but the refreshing of the page (which entails getting the user security settings again, all of the information on the posts, the user information attached to each of those posts, updated post counts and other numeric counts).

Initially the form gets posted back, it's then validated (and the more complex the validation the longer that takes, but we're still only talking microseconds here), then passed to the database to store the information (it's possible if the indexes are messed on on the database that this can take longer), then it sends any notifications out (e.g. mails to people subscribed to the thread), then recalls the page again. It's all quite complicated.

that's all very well, but every other page in a vB forum is fast. Reporting a post takes several second, everything else takes fractions of ssecond.

I asked this once, on another forum and was told it was because of the emails(usually 6-7, between section mods, admin etc) sent as well. Which is apparently slow and cumbersome for some reason beyond my understanding. Email forms always seem to be less than sprightly tbh.
