system properties, advanced and performance. it sounds like the performance options selected

Sounds like you're on a Windows Classic theme, or Aero is turned off for some reason. I take it you've definitely got the latest graphics driver and it's running properly? You've not had any unusual error messages? Has this happened suddenly and it used to be alright?
You've done the first obvious thing which is the check the theme; my next port of call would be to look in Performance settings (in Win 7 this is under the "Advanced" tab of the "System" window from control panel) in case that's set to turn off Aero features. If that doesn't work then we're probably looking at needing more info to diagnose the problem...
How do I get to the system properties bit? I can't find it . I'm not used to Vista at all :\.
I've updated the drivers yeah, everything's sorted.

You might be in "basic" mode possibly, go to Personalize (right click from Desktop) -> Window Colour and Apperance -> "Open Classic apperance properities for more colour options" and then make sure you have "Aero" selected.
