One of those very strange "grey" areas of the law - it might be illegal to use said tools on a system which you do not have authority to access, but for "informational or educational use only" they are fine.
Some people are under the impression that even port scanning is illegal - it's not.

Some of the best hackers out there do it for the right reasons.
Of course, any "black hat" hackers are unlikely to buy a package off amazon to help them - they don't need it. So the only real danger would be script kiddies, who are just a pain more than anything else.
I'd say they're quite safe in selling it - just as safe as Steganos are in making the package.
