    Windows 7 Firewall not starting

    Hi, I have a strange problem with my parents' Win7 Home Premium PC.

    Firstly, they have lost internet connectivity, which I tried to 'Diagnose'. However, this brings up a 'Diagnostic Policy Service is not running' error, which when you ask it to fix, it says it can't.
    On trying to start the service manually, this fails with 'Error 5; Access Denied'

    Also, Windows firewall will not start because a service it depends on, Base Filtering Engine, has the same issue. I have a fix which involves the DACL, but was wondering if there was a less complex fix?

    At first I thought it was a virus, but why would a virus prevent network access?
