Can't get my HTML Editor to work in windows 7??

I get an error message and when I troubleshoot it I get this message

Download and install DHTML Editing Control for Applications
This problem occurred because a program you were running tried to access DHTML Editing Control for Applications. DHTML Editing Control for Applications did not come preinstalled in this version of Windows.

so I go to the link and d/l it but when I try to install it I get this error message

The windows installer service could not be accessed. This can occur if the windows installer is not correctly installed.

Now if I am able to install all other applications then doesn't that mean my installer is working??

The program I am trying to install is "coffeecup html editor"

Just try installing the Windows installer service again.

Or save the .exe setup file and right click, properties, change settings for all users (at bottom), run in windows xp.

Notepad++ is a good HTML editing program I am using it right now. Complete text based. Highlights HTML code, JS code, CSS and PHP, which is useful so you know where you are going so basically the same as coffeecup.

Notepad++. Windows 7 compatible try it out.
