It's open by default - it enables the OS to discover other "plug n play" devices on your local network.
UPnP = Universal Plug N Play
(IIRC = If I Recall Correctly)

If you don't have any UPnP devices on your network then you should be able to safely disable the service on your PC, which should stop it listening on port 5000 if it bothers you.
If your PC is connected directly to the Internet, just don't let it run "Generic Host Process for Win32 Services" as a server in the Internet zone.
