I think it's brilliant, both in terms of a marketing ploy, and helping people get better browsers
IE8 and 9 are actually pretty damn good - IE8 was a huge improvement over 7 - almost immeasurable. When I was testing with 7, something like 90% of website bugs I had to sort out where down to IE. That dropped massively with the move to 8, and with 9 it was about even amongst all browsers.
Don't assume that because you're normally using Chrome and something doesn't work it's the website's fault, btw - I've found a number of issues in the past that only affected Chrome. It's good, sure, but it's certainly not perfect...
There's way too much for test for if you don't want people moaning: IE6-9, Chrome, FF, phone android, tablet android, iPhone, iPad and blackberry

We still have customers using IE6 on Windows XP SP1... their internal techy guys refuse to update IE or even apply SP3 on XP... it's a nightmare trying to support people like that!

We deliberately don't close threads as the information might be useful to someone in the future, and threads are often legitimately dredged up by someone wishing to revisit an old topic: in many ways it's better to use an existing relevant thread than start a new one.
On the other hand, sometimes these threads get dredged up by post-count and advertising spammers. When that happens we review people's posting history and can reduce their post count or delete unnecessary and spammy posts. But we'd rather do that than lock threads that might be useful to people
There's something to be said for if it ain't broke don't touch it. Forgetting the complete lack of security that such a system is likely to suffer from, past experience tells me that taking old systems (xp,95 etc) long after their sell by date and trying to "protect" /improve/fix them typically means... upsetting it to the point it won't work anymore
