Depends.
If you grab the network version of sp2 then no sp1 is not needed has it will include all the fixes from sp1.
If you use the express install it will only patch from where sp1 left off.
btw if you try to put this on a pirate copy of xp it will fail, they have blocked access to it

network version is what i have downloaded much easier to have it on a cd fot sorting out mates computers
The version i used didn't need SP1.
All my copies of Windows XP are legal fortunately
i think mine is! well if it's not i have a legal copy somewhere! i think i might have my mates works corp edition on the shuttle right now cos i could not find my copy! hope it works on there...
i think SP2 does work on pirate coppies because microsoft wanted to make sure PCs were upto date to try and stop virus's spreading as quickly

SP1 just overwrites system files to update your OS. SP2 overwrites these overwritten files. So no you don't need SP1. Unless I am very much mistaken?
