Windows 7 on Dell Laptop with i5 CPU terrible slow

When I start IE, it often goes into not responding, from what I can see I am only running the tasks/services required + an antivirus program. Why is Windows 7 so slow ? Any tools I could run ?

I take it IE is crashing and not other programs, in that case chrome or firefox is the way forward
