I'm clearly being dumb here, but what size do you mean? Size in bytes or size as in X,Y? If you mean X,Y Macromedia Fireworks does it very nicely, either pick up the shareware copy (which may or may not have this feature), or buy it, or if you like send 'em my way and I could do it. There are probably other progs out there that could do it, but I can't be arsed to google, it's late.

There is a free windows powertool which will do this from the context menu
Like butuz says photoshop is the thing to use if you have access to it.
