ok so i just built a computer i put the wiNdows 64 bit disc iN AND i get the the wiNdows background but then i get the error code 0x4001100200001012

Is it an original Windows install disc?
That's your problem then. Try Ubuntu instead:

I just tried Mint coming from Ubuntu.
Slower but it seems more custumisable (?word?). Quite like it but as its my second OS on the outside of the disk I think it affects performance.
Yes Steam and lots of Steam games work with Ubuntu (install instructions here: https://wiki.ubuntu.com/Valve).
Lots of ways to install Ubuntu, USB stick is fine if supported by your motherboard/BIOS.

You need to specifically boot from the USB drive, that usually involves holding a key down when you start up your computer to get to the BIOS boot menu, where you select the USB drive.

So what bit did it fail at? Creating the bootable USB key, or booting from it, or at some point during the Ubuntu install? (Or other)
Sounds like you've not created the bootable USB key correctly, or your motherboard can't boot from USB. Try creating the USB from scratch again. Try these instructions this time:

maybe you should just buy windows 8 as steam only plays some games on linux.
