Me and a friend have built the same system, i'm getting about 20-30 frames in fire fights. He is getting 40-50 frames in figher fights.. How can he be getting higher frames and me getting terrible frames?

What's different about your computers? Settings? Drivers? Other installed crap? Temperatures?
Settings and drivers are the same. temps are not
No idea what throttling is?

There are some major differences between the two PCs you linked. The first has a faster CPU, and dual channel memory. The second has an up-to-date Windows 7.
What are your temps? And you are sure you are both using the same nVidia driver version? Same hard drives?

Differenct harddrives. I'm using a 250GB he's using a 1TB hardrive. my computer is the one with a faster CPU, so why does he have higher frames?
Planetside2 is also a very badly optimized game
Isn't 535mhz for DDR3 a bit slow? That's 1070mhz
The first setup is using dual channel memory. Dual channel memory is considered much faster, as both sticks co-operate together, sharing both resources, thus making tasks faster and smoother.

Your RAM seems to be running quite slowly when compared to the system your mate has,and I would probably be careful overclocking on your board(an Asus 4+2 phase VRM,as they tend to 4+4+2 phase VRMs for their enthusiast motherboards) as the FX8350 is quite demanding on motherboards when overclocked.
Regarding your mates motherboard,there is no cooling on the 4+1 phase VRM his motherboard uses, and MSI are known to have a far greater issues with VRMs burning out than any other company,so I would not try overclocking on his motherboard.

You have two DIMMs in your system but you need to put them in the same coloured slots for them to run in dual channel,as the link you provided indicates both DIMMs are running in single channel. Your RAM is not only running in single channel but is also running very slowly at around 1066MHZ. The FX8350 supports dual channel 1600MHZ and 1866MHZ DDR3.
Looking at your mates setup he only has 1 DIMM - he really should be running his RAM in dual channel too. However,his RAM appears to be running faster,so his system has more memory bandwidth available,as it is running ta 1600MHZ.
What PSUs do you both have BTW??

So the ram is why I get lower frames? We both have mod extreme pro coz
