In a lot of ways, it doesn't matter what is in the latest version of Android.

And that's probably why there were three releases of Jelly Bean, and we aren't seeing Android 5 yet.
Not saying there won't be updates to Android, but it is kind of at the stage where they can slow down on the core development and concentrate on the apps.
When they introduced Google Now that needed a new OS, now that would just be an app.
