make sure your using the NTFS file system right click and set file permissions

That's what he means. Only give your user access to the files. As long as your brother logs in as himself he won't be able to access them.
As for clearing out dodgy mydocument histories. Windows Washer is good there are bound to be freeware programs out there.
IIRC with XP Home you can't access the security tab to set ntfs permissions unless you boot in safe mode - Home has only Simple File-sharing and as such you can't access the ACLs from the default gui, not even for local file permissions as well as network ones. Not 100% sure of this tho, but a few google links seem to back this up.
http://www.dougknox.com/xp/tips/xp_home_sectab.htm has instructions for how to get the security tab in XP Home without having to revert to safe mode.
