Nedit for linux and TextPad for Windows due to multiple tabs of opened files and also highlightning of syntax when programming.
Quite happy with Vim... or Emacs
I use textpad all the time at work.
It's less annoying than NetBeans :)
I recommend HIGHLY 'PitPad' it's what I use, and it's a brilliant little program.
Covers what you mentioned it needs to, including Syntax highlighting, it's completely free, and also has no need to install, just download and run!.. Check out the website...

Also includes great features like open multiple files in tabs, minimize the program to the system tray..
Definately worth looking at, could be just what you require.

To Emacs or to Vi, that is thy question!
And... TextPad allows for compiling and running of programs within a text editer. Namely Java programs.
Does anyone recommend EDIT from Microsoft DOS (Blue blackground and White foreground.)
NOTEPAD2 works pretty well for me, lightweight, simple, etc :)
I'm assuming here that you didn't mean something like OperOffice?

I use Gedit or, ocassionally (because of the nice pane down the left hand side) Bluefish on Linux, and Crimson Editor on Windows.
ultraedit did the trick for me but it hink i'll look at some of the other ones mentioned. Edit is better than notepad. notepad sometimes does silly things with formatting...
