because Shorty people with an older version at home and a newer version at work, would require support for new file extensions at home if they couldnt save 2003 files in 2000 format for the reason on the publisher files content...
So some person, with the know how, sitting at home who needed it could do it. And then hopefully he would post it on the internet.
Publisher is designed specifically not to open files from non-matching versions.
Office on the whole isn't designed to allow files from newer versions to be opened
