internet connection on windows 10 slow to connect but not in IE/Edge

hi all,

this one has me a little stumped.
My internet connection is fine, works fine on all other devices apart from two. my desktop and my surface book. both W10, both up to date.

When I first open chrome, it takes around 40 seconds to actually see the internet connection. I;ve seen other apps do it too, but never edge. I can open edge and it works instantly.

I've removed all extensions, except last pass. i run last pass elsewhere that doesnt exhibit this behaviour.
I've done my best to uninstall chrome, but its not as easy as add/remove.

anyone else seen similar? know the proper procedure to remove chrome and all its extensions?
