As for programs, it depends what programs you use. There are open source linux alternatives to most of the main windows programs but they're not all perfect.
perhaps a quick google will give you a basic understanding of what linux is "all about"
then you can probably answer yourself if you'd want to use it.

Yes, Linux is certainly good! As said above, for most Windows programs you can find a free alternative. You can also play games, but you might have a struggle if you have an ATi card!

it kept mentioning being able to play HL2 on linux? is there a special version or do you have to run it through WINE?
you can certainly do unlreal 2004. Not seen anytihng on half life 2

if i can get HL2, steam and CS:S to work through linux, i'll move lock stock and barrel over to linux rather than dual booting
CS you'll certainly have to run through a windows emulation program, and to be honest I'd be surprised if it ran "stable" or well.
Cards on the table, linux isn't really ready for games yet, and games makers are nowhere near mature enough to start porting to linux

nvening ATI have been bringing out better drivers for linux for a long time....yet it never comes. Nvidia are not much better to be honest.
Would you buy your machine based on a "we should be bringing out better drivers"
the ATI and nvidia drivers do work they are just a bit of a pain to configure well, the ATI's more so.

It completely depends on what you do.
Personally, I find that Linux simply can't offer the support I need in my work and usual computing habits, on my main box I use Windows XP.
However, I use Linux on practically everything else. I've had to burn ~5 copies of Knoppix STD as I use it so much.
