Cheapest way is to buy it as an OEM copy, but you need to buy a piece of qualifying hardware along with it, but that could be the nastiest cheapest mouse in the world. CPU City do XP Home OEM for £56.

Don't. It'll be less hassle, and it will be legal, to buy it off a reputable reseller. With a power cord, or an IDE cable or something; the requirement is that it be sold with a component integral to the operation of the PC.
costs more though to buy it from a shop!
also, if you owned the COA in your hands, wouldnt it be legal for you anyway?
Might be worth checking if you can get it free/discounted through your office/work/school/uni etc...

You do, and part of the license is that you slap the COA on the machine that you're applying the license to, never for it to shift...
Also, if you're going to pay to do it illegally, then why not just get a copy off a m8?
