Well it should...
It probably hasn't finished a delayed write operation or something. You could try turning off the write cache on the device ('Optimise for quick removal' on the Policies tab for the drive in Device Manager) which would allow you to disconnect without waiting on the 'safely remove' stuff.
i always find it removes it if you unplug the usb, or cut the power, has yet to fail me.

Right-click drive in "My Computer", "Eject". Remove drive.
Job done.
If you try to select the remove hardware option again it should work (might take 3 attempts at worst i would hope). My external HDD does this but if I select to remove it again it works (I guess it is flushing buffers or something)
If its a memory stick or a hard drive with an activity light, and that isn't flashing or showing activity, just unplug it! (at your own risk of course!!)
You can optimise the USB devices for faster writing or the ability to not do damage when you don't do a safe removal. Might be usefull for you in general.

Anyway, its an important feature to dismount properly, every OS should force it, as people have said, go into device manager and optimise for quick removal, and u should find hte problem goes away (but doing stuff with the drive will be slower).

My second hd on my laptop won't let me remove it (same message as orig poster) unless: my computer/ explorer is closed, the drive is not shared on a network, google desktop search is stopped and norton autoprotect is off!... easy and slick.... I tend to drag the bugger out kicking and screaming and then gently weep as the head crashes into the hd surface!!
