If I shut down my pc while there are windows open (my documents, C:\ etc) when I start up again the same windows load up as though I haven't shut down...how do I stop the windows from the previous session loading?

Is it all windows (e.g. Word documents) or just Windows Explorer ones?
IIRC Win98 would remember what Explorer windows were open when you shut down and reopen them on bootup. I rather miss that in XP. I'm sure there's a way to configure it, but I CBA to find it.
Are you sure you're shutting down the PC, not just putting it in standby or suspend?

Explorer / Tools / View tab
Scroll down, untick option "Restore previous folder windows at logon"
