if the two computers are on the same domain and both windows versions are XP or later than you should be able to access the files whenever you are logged on as the user who encrypted them. However if this isn't the case then I think you'll have to use (or write) some 3rd party software to do it.

The 2 computers will never meet as I intend to save info from my pc I am selling and then put it onto a new pc which I will build along with a new copy of win xp.

then you need to use a 3rd party encryption / decryption utility

you've just escaped the bounds of my knowledge I'm afraid, let us know what you find as I'd quite like to be able to encrypt external disks.

i think there is a piece of software you can get from MSI website, sorry that isnt too helpful

Put stuff in a container file... double click and enter your password it maps the container to a drive letter.
NTFS formatted - maximum size of container is 512 GBytes
or PGP - but thats not free. Same idea as that one tho - encrypts a single file to look like another partition, which you store your data in.
