There is no reason why you couldn't ghost your OS onto any new hard disk but would you really want to? Windows accumulates stuff, every time you install something and then uninstall it again there is always some "residue" left over, gradually Windows gets slower and slower. Then there is spyware, adware and viruses...
Windows will probably have a minor panic when you start it up for the first time on your new hardware but it usually gets over it (assuming that the drivers for your old hardware don't have some sort of nasty conflict with your new hardware).
All in all its more hassle than its worth. I'd clean install Windows on the new hardware, then install applications as they're needed, i.e. I wouldn't install software that I don't need!
If you watned to keep your settings, the File and Settings transfer wizard might be useful?
I'm not totally sure though, i've never used it.

or use the same hd and do a repair install to reset all drivers to avoid conflicts
