Dvd Decoder

Im building new PC but i a bit confused over DVD decoders.

Do i have to buy one, such as powerdvd, or are there free ones.

Is it sutable for what i want and is it the best?

EDIT: After further investigation i see thats its possible to get it working without paying however it would it be easier to get a proper program as its for a friend and it would be better for it to just work.

Whats the best pay for package, at the moment i was looking at Power DVD Deluxe 6 for £7.99 is that good?
