Right click on the selected part of the table, choose table properties. Then click options at the bottom and remove the tick from the 'Automatically resize to fit contents' box. This will fix the width of the column.
To fix the height of the rows, you need to select the row tab in the table properties window. Then click specify height and type the height required, in the next box, change it from 'At least' to 'Exactly'. You will have to fiddle with the row height to get the desired height, I dont know how to lock it at a specific height like you can with width.

EDIT: Errrm, I don't get an "Options" Button. I'm using Office 2003 btw.

as the man said, you have to go to Table Properties first, then go to Options

if u right click on the table then choose autofit > fixed column width that stops it from movin when u enter text
