Customize Desktop (GPO) - Active Desktop

Im trying to set a webpage as a background, but our GPO is blocking it. To save me to'ing and fro'ing to work out which bit i need to 'disable' to give access to Customize Desktop - i was wondering if someone out there could advise?

At the minute, i am able to right click and bring up the desktop properties, however, 'Desktop' is missing.
