Format a USB drive to be bootable

OK - you've probably seen this a thousand times, but I can't find anything that solves my problem either on hexus or google...

Basically, I have a USB drive that I would like to make bootable. I have downloaded the HP utility, but it has two problems:

    1) I am using Win XP x64, and it won't run

    2) In any case, I don't have access to a bootable floppy to get the necessary files.

Can anyone please tell me whether I will be able to make this drive bootable, and if so, how?

'sys' is not recognized as an internal or external command,
    operable program or batch file.
    Didn't work

The HP utility is by far the best option. Don't you have access to another PC that you could run it on?

try www.bootdisk.com grab the win98SE one, that works great. Then you are going to need to find a PC that can run the HP utility, load up the win98 bootdisk info and run it.
