I use CDBurnerPro XP for burning data CDs and DVDs - and it's free!
    http://www.filehippo.com/download_cdburnerxp/

I use ImgBurn to burn ISOs to CD/DVD - and it's free!
    http://www.filehippo.com/download_imgburn/

FileHippo - http://www.filehippo.com/software/dvd/ has a nice collection of free or cheap quality software media tools.

there are a big bunch of CDRecord frontends for windows. burnatonce is one of them

note that cdrecord-based tools will not include files larger than 2GiB when making a dvd

deepburner worked quite well when I used it, not sure if it supports dual layer DVD-R yet, but for CDs it was fine
