need to convert raster (bitmap, jpeg, etc) to vector (dxf, etc) images

does anyone know of a (very preferably free) program that can convert raster images like bitmaps and jpegs into vector images please? as i need to convert some plans from things like scans of plans from magazines so that i can use them on a laser cutter

As far as i know, it can't be done. Not easily at least.

Apps like Freehand and Illustrator (probably Corel Draw too) have tools to let you auto-trace outlines and turn them into vectors. However, the last time i used them they were pretty poor and needed a lot of pre and post processing to get sensible outputs.

Of course you can also use these apps to trace the plans manually, but that is also a lot of work, but then you do get good results. I've done it many times myself.

i dont mind tracing it myself, but is there a free app to do this?

There must be an open source vector graphics app out there somewhere. Or at the very least you should be able to find something with a 30 day trial.
