Gimp is scriptable, would that suit?
Try Irfan View from Here should do what what your after.

I've used irfanview to resize / resample batches of over 40,000 files at once. Its a cracking bit of software.

Either that or the Image Resizer PowerToy for XP?
ImageMagic tools but you would need to do a bit of scripting (its the engine The Gimp uses, I think)

i might as well take a look at that too, where can i download it? i aint used power toys since win95,
sorry, although the GIMP is my favourite image manipulation program, i dont have a clue where to start with that!
