The startup programs are listed in the registry under
    HKLM or HKCU\Software\Microsoft\Windows\CurrentVersion\Run

So you can use msconfig to enable/disable or regedit to get rid of them altogether.

I use regcleaner, simple, easy to use, doesn't use any processes etc. etc.

EDIT: At work I use msconfig though

Startup CPL is good, but MSConfig is probably the easiest thing to run

Although this: http://www.mlin.net/StartupMonitor.shtml is worth having as well if you do go for StartupCPL...

MSConfig, find a tutorial if you're not quite sure what you're doing, just don't go hacksawing the registry with the delete key (I did, my DVD drive hates me now).
