    Exchange 2000

OK, so when your mailbox store exceeds the upper limit imposed by the program (and the temp increase to 17Gb has been made) apart from getting all the users to reduce the size of their mailbox, what are the other options??

Purchase enterprise, delete mailboxes or get users to archive some of their data to PST's/other files.
Depending on your organisation, you either need to bitchslap management for not providing funding for the necessary software or bitchslap your users for abusing the IT systems.
You can force the users to reduce their mailbox sizes by setting limits either individually or on the whole store.
The limits can be set to warning email (by default sent every midnight) prohibit send above a certain size or prohibit send and recieve above a certain size.

If you are going to implement these restrictions, it is VITAL you make sure the users are aware and give them a chance to reduce their mailboxes. Once they have had that chance, its their tough luck. However I suspect the worst offenders will probably be those above you

or try for an upgrade to 2k3 - after sp2 - the default mail store limit is much larger

dont forget to reduce the default retention time for items too.
