I am using a Qnap 119 very pleased with it has great torrent and nzb software.
You can access it remotely with mobile apps as well
Synology DS212j.
The Synology OS plus the smart apps are really worth it.

The QNAP Turbo NAS TS470 is an amazing peice of kit but it might just be slightly over your budget. When it comes to data, I think a little more goes a long way. Highly recommended.
