Maybe. But my "reference" machine boots in about 90 seconds, or less, from, say, a 640GB Caviar Blue (decent, but not exactly blinding quick drive, and a bit old now), to about 18 seconds on SSD (Crucial 128GB M4).
That was a drive image, or a setup installed for HD not SSD.
Installing a fresh Win7 OS install directly into that same crucial, then installing my major apps (firewall, AV, email, Office, Photoshop, and a few others) still took about 18 secs, give or take 1 or 2. Close enough for it to be functionally identical.
Where someone has a boot time taking 8 or 10 minutes, I'd strongly suspect some underlying issue, and I've never had a well-maintained system take even 3 or 4 minutes (*) ..... but I've sorted out enough systems for friends or clients that have.
(*) Certainly not in recent times. If I go back into pre-history, maybe I just don't remember it.
