FTP Server works but without User-name and key

So, my server works and i can get on it via extern network. But the problem is, u dont have to fill in a username or a passport (key). So where can i configure user names and passports for ftp servers? or even rights for reading, writing and things like that?

Disable anonymous login.
Usernames and passwords and access rights for ftp users are the same for the one You have defined in the ACL's.
