Hi I'm new too :) - What type of money are you looking at?
Because I'd thought RAM and Disk space and/or DVD writer would probably be the most important things followed by a large Monitor (CRT would be better because with LCD you tend to get motion blur), decent graphics card (probably TV in/out).
I say Disk space quite high this because I do 3D and have been making a portfoilo DVD which is currently taking up 15 Gig and needs at least another 5 Gig for convertion on my hard drive.
Monitor as well because most video editing software tends to take up a lot of screen space with tools and timelines although it might be better to pick up two smaller and cheaper monitors and use dual monitors than spend too much on a 21", Graphics card wise I should think ATI over Nvidia but make sure what ever you do you DON'T get a Wildcat - they have no Video Overlay (or Directx and are poo).
Have you asked your lecturer about this? It might be an idea just incase.
Don't take my word for all of this though I'm just going on my own Exp. :)
I just had a quick look here (The guys I got my 3D Workstation off) : Max Black
Under the Products -> DV Editing I don't know if this will be any help  if thats any sort of guide to go by? Probably a bit expecive though.
