There's a list of winners somewhere in the competitions section. From memory, last time I looked, there were winners in about 30 countries that I counted.
Yes, people win. But like anything that has thousands of entries, lots of people don't win. Bear in mind, eligibility varies. Some compo's are only open to forum members, and there, the odds are quite good. But some are open to non-members, world-wide. There, the odds are much, MUCH worse, because there's vastly more entries.
If you enter 100 competitions, but each has 10k, 50 0k or even 100k entries, what do you think your chances of winning anything are?
Like lotteries, some people win but most don't win jackpots. And we usually only have one or two, or at most, a handful of prizes per comp.

i'm on that list twice. plus theres about 4 or so Forum run competitions from kind members and mods, that I won also.

I won a Fractal case in a members-only comp a while back, so I've used up all my luck. The odds on that were very good, probably 1 in 60 after all the invalid entries were removed.
I find it annoying that the competitions get posted on social media and "deals" sites. So there are thousands of "unqualified" people entering only because they know the prize has resale value. The amount of comments you see from people who win who have no idea what it is they won and only seem interested in how much they will get selling it on. It's bad for the people who are interested in the prizes and the site, it's bad for Hexus and the sponsors as they are just giving stuff away to people who won't use it - and the only thanks they have is a marketing database full of useless data.
I think all competitions should be tweaked so regular community members (registered for a while before the competition opens with a certain number of useful posts) get 5-10 "chances" with their entry, compared to a single chance with strangers that have just followed a link looking for something for nothing. Result is genuine people with a real interest in the prizes get a better shot of winning, the forums will be much more lively and the sponsors will get much higher quality marketing data.

While I have a lot of sympathy with that, I'd point out that the forums are part, and only part of the main HEXUS site, and it's the operations of that site that pay for the forums. The forums are, if you like, the tail and the main site is the dog. We need to remember which wags which.
Ultimately, most competitions are hosted by the main site, and I can only assume that those sponsors kindly providing the prizes arrange 'eligibility' according to how they want it.
Besides, I'm suspicious that if forum membership assured extra "chances", all that'd happen is that shedloads of people with no real interest in the forums would join up and spam their way to whatever postcount limit we set still without any real taking part. We have enough of that as it is.
As I say, I sympathise, but really, it's for those giving the prizes to decide the criteria.
Oh, and the above is just my view. As a forum admin, I have NOTHING to do with competitions.
There are at least four aspects to this.
The first is the use of competitions to attract interest in the site, a marketing exercise if you like. It serves to advertise HEXUS to a wider audience, some of whom we hope will stay and become regular readers of the wider site, and perhaps contributors to the forums.
For the prize donors, it is a marketing exercise. People who enter the competitions may go on to purchase a product from the contributor, and it also serves to raise Brand Awareness. Who, for example, knew what a wide range of products was powered by ARM processors?
Thirdly, forum only competions are a reward to loyal members, and, depending on the terms of entry, may encourage existing but non-contributing members to contribute more.
Finally, there is some marketing feedback, the popularity of products, the age demographic of those entering, the collection of e mail addresses (with the option of opting out of course)
Of course, these effects are hard to quantify, but I assume that the payback is worth the investment in prizes for all those involved. They are certainly very popular

I only enter when it's something I can use, really. I have no need for a tablet and I already have a headset, for example, so I wouldn't enter those.
