Pixelformer is an awesome free image editor targeted at pixel art but with a photoshop-like interface. It's pretty epic.
For programming in AS3 I use FlashDevelop, and absolutely incedible IDE for programming flash games/apps/movies.

Can I suggest that we add google sketch-up to the list? I know its technically not freeware but the free version is not exactly limited

Microsoft Security Essentials
Sandboxie (not antivirus - runs processes in sandboxes, so that all changes made are redirected to a single folder and your system remains intact) - sometimes has a 5 second nag-screen for you to upgrade when starting a sandboxed process, but otherwise not intrusive.
Programming:
Eclipse - very good general IDE.
Netbeans - same as above, but I prefer Eclipse
Aptana (Eclipse plugin or standalone version of Eclipse with better support for JavaScript or HTML editing - I forget which)
Visual Studio 2010 Express - for C#, VB.NET, C++ etc. Free but only for non-commercial use. Probably the best C++ auto-complete available.
foxit is another free pdf reader

Just found a really useful (IMO) app for saving + restoring desktop icon positions. I tried Stardock Fences but it was a bit much for what I wanted, I don't organise my desktop into categories (documents/apps/etc) but I like to group icons together. For instance, if I'm working on a project I like to group related stuff together to make it easier to find. However, when you install new video drivers, it scatters your icons all over the screen - I was taking a screenshot and manually re-organising but it's a real PITA. This little app lets you take a snapshot of icon positions then restore them later - simple.

KM Player is no longer updated, the original developer is now working on Pot Player instead. It's my media player of choice.
File Blender
A very handy little drag and drop app for converting various file types. Particularly useful for converting png's and bmp's to jpeg for forum uploads etc.
