can we explain this more clearly please?
i.e. does it POST OK & start to boot the OS but Windows falls over & tries to continually reboot or does it start restarting before Windows initial boot attempt?

have you tried with only 1 DIMM installed?
    your Seagate is SATA?
is the optical drive SATA or IDE?

    Re: ib9 motherboard

up to now I cannot identify what scottys problems are

but with IB9 (Bios N° 15) and WIN7 one have to disable EIST to be able to install WIN7, thats my experience for the IB9 running WIN7 Beta to WIN7 RC1 (not with WIN7 Beta but WIN7 RC1)

up to now I haven´t installed yet my WIN7 Home Premium/Ultimate because that RC1 is running to ~ 02/2010, so I don´t know if MS fixed that or its my be only one Bios bug; moreover disabling EIST in Bios has no effect according WIN7 - CPU is changing Multi and Vcore despite disabling that feature in Bios

as well ITE/IDE drivers have to be available on USB Stick (for that case no 3.5" is installed) - no more drivers

my understanding is that he has Win7 installed but the system isn't even POSTing far enough to let him enter the BIOS?

if you are right then simply disconnecting the HDD should let the system POST & he can enter the BIOS - easy test.

    Re: ib9 motherboard

no, with what you have said so far it's not possible to narrow it to the mobo.
    what PSU are you using?

    Re: ib9 motherboard

you still aren't giving details (e.g. "normal" & "another" isn't good enough) & we just don't have enough info to say.
