I can't find a solid answer to this anywhere.
Parents are going to Spain for a couple of weeks. My dad only has the old paper based licence - Can he use this to hire a car?

Yep My mum has still got a paper style licence, and drove a rental car in France, the only people that are arsey about them are the Americans.
It could really be worth upgrading to a photocard if he hasn't already, they really are a positive step forward.

A paper license can get damaged very easily, wheras a card can take a lot more abuse before it becomes useless. Its smaller and more convient. My dads paper license is falling to pieces and its pretty much remained in its plastic holder most of the time!
I find the photo card useful. I always ave it wen going to collect a failed delivery from courier companies
