The spoiler needs to be lowered to reach it's maximum speed (less aerodynamic resistance), and I'm pretty sure that part is not done automatically, just the ride height adjustments. Also the wing and spoiler are the same thing...

Saw my first Veyron IRL last week at Marble Arch- it's one of the places I stand to control buses. Apart from rare hot weeks in the middle of summer Marble Arch is a dead loss for spotting hot women- but exotic cars are ten a penny. I've seen four DB7s within an hour; 911 turbos, DB9s, F430s, Bentley Contis roll by every 5 minutes or so. I've seen an Enzo a couple of times, and I'm likely to see a Roller Phantom there at least once a day.
But last week I saw a Veyron- a white one. Now Marble Arch ain't exactly the easiest roundabout to negotiate- on the rare occasions I've been round in a crappy Mk1 Clio or my curent Mk1 Mondeo I pay attention because you basically have six lanes going into four. But Veyron man cruised round the corner- then looked away from the road to light a ciggy with a disposable lighter. All the while mixing it with four lanes of traffic.
So yeah- I don't think rich people give a toss, TBH.
