Seems a bit overstated to me. It's just one of those where they don't want to insure you at all. Young kid, driving in Salford, I'm not massively surprised. The cheapest was £5,700, which though a bit higher than I expected, is pretty reasonable.
Given that my lowest quote as a recently passed 30 year old was ~ £1600, I'm not surprised. That said, the systems should probably have a peak cut-off where any quote over that value doesn't get shown. It wouldn't be too hard to set multipliers and additions based on the type of insured car, age of driver, postcode etc. that worked out a sensible maximum insurance. Strikes me as more of a problem with the quoting system than with the quote itself
But if they didn't quote then they wouldn't have the possibility that some rich idiot would just pay the money

You always get some stupid quotes as the site said - they'd be better off saying "not interested". Although maybe there are competition reasons for them not doing that or something.
Range typically seems to be lowest price -- lowest price *4.
So he bought a car with a budget without even bothering to check if he'd be able to afford to insure it, its not like it even takes 10 minutes with todays internets and what nots.

I like the Co-Op's idea mentioned later down in the article, offering a discount for younger drivers who can prove they drive safely.

It's just one of those things, why would you bother reporting it? It's not as though you/he has to accept that quote, nor was it an renewal quote.
His cheapest is almost the same as the most expensive quote I have ever had.
Guy who works next door to us bought his sons car in for a replacement driveshaft the other day...a S1 106 Rallye. Hes just passed and is paying almost £30 'A DAY' to insure it...the car cost him £1500 ffs!!!. I think i'd buy a 20 year old Fiat Panda or something similar and get a years no claims first before paying that much...
