What can't it be cleaned with? (bog standard window clearner probably wont cut it if its from something like hard water/additional mineral build up as it will remove very little)
You could apply pressure and see if they are stress marks from the glass (would expect them to change if it's pressure related), otherwise I'd suggest you have him take it to a professional cleaning/valeting place to ask about it to see what it is
The position looks wrong
IMO for it to be UV degredation, would expect it to be a lot more evenly distributed, I'd put money on water/washer fluid related bits (especially given the clean lines next to the blades/side of the windscreen in photo 1)
