It'd be for both I'd imagine. Just like in your mobile phone.

The 6 series in has both, (had one in the old job's showroom) which we had messed about with) Definitely had two aerials, 1 for mobile phone, 1 for GPS antenna.

And its definitely for aerodynamics as the casing is hardly full at all...

on Cabriolet models the aerials are mounted in the rear bumpers..... since there is no roof to mount a naff shark fin too..........
