Err, I think that statement is wrong and the spare tyre is what makes me think so.
Not a requirement to have one but if you do have one it has to pass MOT.
I'm guessing the fogs may be the same, remove them and the car would probably pass. Have them (and broken) and it fails.

spare tyres are not an MOT fail if stowed in an unserviceable condition - you cannot be failed for having an illegal spare.
if you have been then report the MOT station to VOSA

MOT can only check the roadwheel fitted and in use - not the spare.
you can fail if the spare wheel carrier isn't secured properly though (empty or otherwise)

Turns out the guy was talking out his derriere. They ordered a new one in, but it was the wrong one, so it went for MOT with the front fog as is. It passed.
What I didn't realise was that it was the Ford garage doing a service beforehand, telling her she needed these things in order to pass the test. She's doing one of these Ford £20 a month things, and it seems when you do these, they feel the need to tell you that you need a load of stuff you don't actually need. They told her that cos her handbrake was pulling too high, they'd have to overhaul both rear brakes.
For info - I cleared all the glass out of the fog light when we spotted the issue so no danger of glass causing damage to other vehicles.
Yeah, definite single female. They told her she needed a refresh and a regas on her aircon. She said "It's working fine, why would I need that". the bloke couldn't answer.
That's ford main dealers for you mate they were doing it 10+ years ago and they're doing it now.

Yeah that's disgusting I'd make a complaint to VOSA and trading standards over that. That kind of hard sell is unacceptable especially if they use the MOT to justify it.
Oh yes they will do it to a man if they get the impression you're not mechanically minded. On the rare occasion my Dad needs a garage(for the stuff you can't fix on the driveway like ECU's) it's his favourite way to haggle. Let them go nuts with all the nonsense selling this that and the other he doesn't need then slowly let it dawn on them he was diesel fitter for 40 years and watch them back pedal all the way to great price.
