I think it'd be to save money, so they don't need to send tax discs out at all. Could you imagine the cost of printing millions of tax discs each year? And then posting them to post offices all over the country and having systems with the post office.
It'll stop people putting another cars tax disc in the window too, thus fooling the police until a closer look reveals it's for another car.
Toll roads, tunnels and bridges in the UK are generally free if the user has a £0 disabled tax disc. Will all toll booths have access to a database, or is this to end?

They probably already do. ANPR is common these days - even a lot of private car parks have it (though they don't have full database access).
As for the issue with crashes, I suspect that the number of untaxed motorists caught this way is so small that they're not really bothered. The majority are likely caught by police cars with ANPR or ANPR checkpoints.

On the subject of checking for a valid tax disc in an accident, i would expect my insurance company to run some checks as one of the first steps of investigation in a claim against a third party. I assume they could then pass details on to the police if a criminal investigation is required?
Anyway, soon to be gone are the days of finding a decent tax disc holder that works reliably after cleaning the inside of my windscreen.
I've always used Secur-i-Disc anti-theft holders on the motorbikes, stops pikeys nicking the disc and also seals it from moisture.
No need any more though. Thinking about it there's probably a few companies like Secur-i-Disc that'll vanish overnight once the need for tax disc holders evaporates.
So most private sales will need to take place at the end of month, refunds can only be claimed for remaining I'll months, and I expect new tax payments will start from the first day of the current month.
