I have my car ins with Tersco and they have emailed me to get me to apply for a Green Crard which we will need to drive in EU after Brexit.
Might be worth checking your own car insurances ...
Or, in my case, simply don't drive in the EU, because I won't go there. It's probably a bit drastic for most folks, though.
Admiral emailed me about this almost three months ago I think. Tesco leaving it very late.

The way i read it, a green card is only required in the event of a no deal brexit. And if that is the case then the law is just waiting to be passed by the EC.
Give it a week and 'Mays deal' will be rejected, the next day 'no deal brexit' will be rejected so a green card will not be necessary ;-)
