You fill in a bunch of forms and send them off to the DVLA, costs 80 quid also:

As already stated - you need to own the new plate and have it in your name. Get a V317 from here:

Fill it in, with a cheque for £80 along with your V5, tax disc and MOT and then wait. Eventually you'll get a pack with new tax, a stamped MOT certificate, and V5. Once you get that you can use your new plate. Sorted.
I just went down to my local DVLA and they gave me the tax this there and then, you have to send back your old one tho, and you can put your new plate on straight away.

Yeah you can do that, depends if you can get to the local office during normal working hours. I guess David could since he's such a slacker.
